When I try to sign up for classes, it says that I cannot register at this time.

Run through the steps to access the holds tab on Student Center, depending on their answer, link them to one of the following:
There is an entry there, and the department slot is filled.
Transfer them to the department listed, and tell them to call the registrar's office afterwards.
There is no entry in holds, or no department listed.
Transfer them to the registrar’s office.
